I believe that this Google Forms assignment supports the second ISTE NETS T standard the most. The core of the standard is for teachers to design, develop, and evaluate authentic learning experiences and assessment incorporating contemporary tools and resources to maximize content learning. By learning to make forms, a teacher gains the ability to use resources to aid in learning.
